Tactical armoured patrol vehicle is a discription of the vehicle's intended role and not inherently a proper noun|name. There are very few sources availabkle on the subject. Looking at the sources from the article, the majority use Tactical Armoured Patrol Vehicle to introduce the acronym TAPV, either directly or in close proximity to the first use of the acronym (see [1], [2], [3], [4], [5], [6], [7] and [8]). This source uses the lowercase form to introduce the acronym while this source only uses the acronym without giving the expanded form. This source does not use either the acronym or the expanded term. While it is a somewhat common style to introduce an acronym by capitalising the expanded for to correspond with the capital letters of the acronym, this is not our style (MOS:CAPSACRS).
